The United States government has lifted sanctions on three senior Malian military officials previously sanctioned in 2023 for facilitating the activities of Russia's Wagner Group in Mali. The officials — Defense Minister Sadio Camara, Chief of Staff Alou Boï Diarra, and Deputy Air Force Chief of Staff Adama Bagayoko — were originally designated by the US Treasury for exposing Malians to "Wagner Group's human rights abuses" and helping exploit the country's resources.
Who Was Sanctioned — And Why
Since 2012, Islamist armed groups have waged a brutal insurgency against successive Malian governments. In response, Malian armed forces — in joint operations with Wagner fighters — have conducted airstrikes targeting civilians, summary executions, and mass killings. The most documented incident is the March 2022 Moura massacre, in which Malian troops and Wagner personnel killed several hundred civilians over four days.
Wagner, which formally rebranded as Africa Corps in 2025 and now operates under the Russian Defense Ministry, has been implicated in widespread abuses across the Sahel. Despite this, accountability in Mali remains almost nonexistent.

Washington's Strategic Calculus
The decision appears linked to a broader US effort to re-engage with Sahel governments that had previously expelled American forces and turned to Russia. In February 2026, senior State Department official Nicholas Checker met with Malian Foreign Minister Abdoulaye Diop in Bamako. Washington is reportedly near a deal to resume intelligence operations in Mali that were curtailed after the coups.
Since seizing power, Mali's military junta has banned political parties, targeted journalists and civil society activists, and delayed any return to civilian democratic rule indefinitely — conditions that directly contradict US law restricting security assistance to coup governments.
What Rights Groups Are Demanding
Human Rights Watch is calling on the US to abide by domestic law limiting security cooperation with coup regimes, and to condition any engagement on meaningful accountability and redress for victims of abuses committed by Malian and Wagner forces. Lifting sanctions unconditionally, HRW warns, risks making Washington complicit in the ongoing impunity.
