Reporters Without Borders has uncovered a massive Russian-linked disinformation operation targeting France ahead of its municipal elections. The network, known as CopyCop, operates 141 fake news websites designed to look like legitimate media outlets, spreading Kremlin narratives to French voters.
How CopyCop Works
The CopyCop network creates websites that mimic the design and branding of real news outlets. These sites publish a mix of genuine news stories and carefully crafted disinformation, making it difficult for readers to distinguish fact from fiction. The content often promotes division on issues like immigration, national security, and the EU.
A Familiar Playbook
Russian interference in democratic elections is not new. But the scale and sophistication of the CopyCop operation show that Moscow's capabilities continue to grow. With 141 sites operating simultaneously, the network can reach millions of French voters with targeted disinformation, potentially influencing the outcome of local elections across the country.
What Can Be Done?
RSF is calling on French authorities and social media platforms to take immediate action to shut down the fake sites and alert the public. The organization also recommends greater investment in media literacy programs to help citizens identify disinformation.
"Democracy depends on informed citizens making free choices. When a foreign power floods the information space with lies, it is not just an attack on media. It is an attack on democracy itself. France must respond with urgency and transparency."
