Expertise

I provide expert analysis on all five Refugee Convention grounds — political opinion, religion, ethnicity, membership of a particular social group (including LGBT and gender-based cases), and nationality — with a focus on the following countries:

Mauritius: Mauritius operates as a stable democracy with regular elections and an independent judiciary, yet beneath this institutional framework lie persistent challenges rooted in the island's complex ethnic stratification. The communal best loser electoral system, designed to ensure minority representation, reinforces ethnic categorization and has been criticized for perpetuating identity-based politics rather than fostering national cohesion. The Creole population faces structural socioeconomic disadvantage, including lower educational attainment, disproportionate representation in prisons, and marginalization in the private sector dominated by Franco-Mauritian and Sino-Mauritian business interests. Migrant workers from Bangladesh, India, Madagascar, and China employed in the export processing zones and construction sector are subject to exploitative conditions, including passport confiscation, cramped dormitory living, and underpayment of wages. Women face domestic violence that frequently goes unreported due to family pressure and social expectations, and sexual harassment in the workplace remains inadequately addressed by enforcement mechanisms. The 2023 decriminalization of consensual same-sex relations marked a significant legal advance, but conservative religious institutions across all faiths continue to generate social pressure against LGBT visibility, and discrimination in housing, employment, and family acceptance persists.

Seychelles: Seychelles has undergone a democratic transition with opposition parties gaining power through elections, but the legacy of single-party rule continues to influence governance through patronage networks, a politicized civil service, and the concentration of economic power among connected elites. Investigative journalists and civil society actors who expose corruption face legal harassment through defamation suits and restrictive media regulation. The small population and geographic isolation create a society in which anonymity is virtually impossible, intensifying the social consequences of political dissent or minority identity. Drug trafficking and substance abuse have emerged as significant social problems, with the criminal justice system struggling to address the issue while respecting due process. Women face domestic violence at concerning rates, with the small-island context creating barriers to seeking protection, as perpetrators and victims often live in close proximity. Same-sex conduct was decriminalized in 2016, but social acceptance remains limited, and LGBT individuals face gossip-driven ostracism in a tightly-knit society where reputation carries significant weight in employment and social standing.
