Expertise

I provide expert analysis on all five Refugee Convention grounds: political opinion, religion, ethnicity, membership of a particular social group (including LGBT and gender-based cases), and nationality, with a focus on  Latin America and the Caribbean region. This includes:

• Political persecution of dissidents, protesters, journalists, indigenous leaders, and opposition members in authoritarian or unstable contexts (e.g., Venezuela, Nicaragua, Cuba, Haiti, El Salvador, and others).
• Gang violence, kidnapping, and state collapse in Haiti and parts of Central America (notably Honduras, El Salvador, and Guatemala), with widespread threats against women, children, and civil society actors.
• Retaliation against returnees and deportees, particularly from the US, UK, and Canada, including detention, extortion, surveillance, or acts of violence (notably in El Salvador, Mexico, Dominican Republic, and Haiti).
• Discrimination based on ethnicity, race, or national origin, particularly affecting Afro-descendant communities, indigenous populations, and Haitians or people of Haitian descent (notably in the Dominican Republic, Brazil, Colombia, and Guyana).
• Gender-based violence, including domestic abuse, sexual violence, and femicide, combined with state failure to protect victims or prosecute perpetrators, widespread across the region.
• Systematic persecution and abuse of LGBT individuals, including police violence, social exclusion, and lack of legal protection, especially in Caribbean and Central American countries.
• Ethnic, religious, and linguistic repression, including restrictions on indigenous practices, Afro-Caribbean spiritual traditions, and unregistered faiths (particularly in Cuba and parts of Brazil and Venezuela).
• Statelessness, lack of birth registration, and denial of documentation, especially among displaced populations, ethnic minorities, and those born to migrants (notably in the Dominican Republic, Haiti, and parts of the Andean region).
• Censorship, suppression of free expression, arbitrary detention, and attacks on human rights defenders and journalists across authoritarian or conflict-affected states.
• Widespread corruption, lack of judicial independence, and barriers to access to justice in many island nations and mainland states.
