Country Expert — Human Rights, Political Situation & Asylum Cases
Madagascar & Comoros Expert — Human Rights, Political Situation & Asylum Cases
Expert at The Human Rights Experts, an international expert witness organisation.
We provide expert witness reports for asylum cases worldwide, covering human rights violations, political persecution, and systemic oppression. Our reports are trusted by lawyers, courts, and immigration authorities, in full compliance with procedural standards and tribunal requirements in the UK (CPR Part 35, Upper Tribunal PD, First-tier Tribunal IAC PD), USA (Federal Rules of Evidence), Canada, and the EU.
I provide expert analysis on all five Refugee Convention grounds — political opinion, religion, ethnicity, membership of a particular social group (including LGBT and gender-based cases), and nationality — with a focus on the following countries:
Madagascar: Madagascar's political history has been marked by recurrent unconstitutional transfers of power, with coups and contested elections producing prolonged periods of instability that have eroded institutional protections for human rights. Opposition politicians, journalists, and activists who criticize the government face arbitrary detention, prosecution under broadly worded national security laws, and threats to their physical safety from both security forces and politically connected criminal networks. Extreme poverty drives the exploitation of women and children, with Madagascar being a significant source country for domestic servitude and sexual trafficking. Child marriage affects a substantial proportion of girls, particularly in the southern regions, and gender-based violence is widespread with minimal institutional response. Same-sex conduct is not explicitly criminalized for adults, but LGBT individuals face social stigma, family rejection, and discrimination in employment and access to services, with no legal protections against discrimination.
Comoros: The Comoros has experienced numerous coups and separatist crises since independence, and the current political system concentrates power in the presidency following constitutional changes that extended term limits and reduced the autonomy of the island governments. Opposition leaders and critics of the government face arrest, detention in poor conditions, and prosecution for threatening state security, with recent elections marred by allegations of widespread fraud and the violent suppression of protests. Inter-island tensions, particularly regarding the relative marginalization of Anjouan and Moheli, periodically erupt into political crisis. Women face domestic violence, early marriage, and limited access to education and economic opportunities, with customary practices often prevailing over statutory protections. While Sharia-influenced law informs the legal framework, the specific criminalization of same-sex conduct is not clearly codified; nonetheless, LGBT individuals face intense social hostility in a deeply conservative Islamic society.
