Country Expert — Human Rights, Political Situation & Asylum Cases
Kamshat ZhumagulovaCountry Expert on Central Asia — Country-Conditions Researcher and OSINT AnalystView profileTajikistan Expert — Human Rights, Political Situation & Asylum Cases
Expert at The Human Rights Experts, an international expert witness organisation.
We provide expert witness reports for asylum cases worldwide, covering human rights violations, political persecution, and systemic oppression. Our reports are trusted by lawyers, courts, and immigration authorities, in full compliance with procedural standards and tribunal requirements in the UK (CPR Part 35, Upper Tribunal PD, First-tier Tribunal IAC PD), USA (Federal Rules of Evidence), Canada, and the EU.
I provide expert analysis on all five Refugee Convention grounds — political opinion, religion, ethnicity, membership of a particular social group (including LGBT and gender-based cases), and nationality — with a focus on the following countries:
Tajikistan: The Tajik government has eliminated all meaningful political opposition, with the Islamic Renaissance Party of Tajikistan banned and its leaders sentenced to lengthy prison terms, while political critics, independent journalists, and human rights lawyers face fabricated criminal charges, enforced disappearances, and extraterritorial repression targeting the diaspora. The Pamiri minority in the Gorno-Badakhshan Autonomous Region has been subjected to military operations, mass arrests, extrajudicial killings, and communication shutdowns in response to protests against state governance, constituting a targeted campaign of ethnic repression. Women face deeply entrenched gender inequality, with domestic violence prevalent and inadequately addressed by law enforcement, and polygamous religious marriages place women in legally precarious situations without inheritance or divorce protections. LGBT individuals face criminal prosecution under sodomy provisions, societal violence, and family-based persecution, and independent Muslim communities practicing outside state-approved structures — including those associated with the Salafi tradition or unauthorized study groups — face imprisonment under extremism legislation.
Uzbekistan: Despite a reform narrative, Uzbek authorities maintain extensive surveillance and control over political expression, with former political prisoners, relatives of exiled dissidents, and independent journalists and bloggers continuing to face harassment, detention, and prosecution. The Karakalpak population in the Republic of Karakalpakstan has experienced violent suppression of autonomy demands, with mass arrests and crackdowns following protests, and Tajik-speaking communities face pressure to identify as Uzbek and encounter restrictions on Tajik-language education. Women experience forced sterilization campaigns, domestic violence, and bride kidnapping in some regions, and forced labour in the cotton sector — though reduced — persists. LGBT individuals face severe criminal penalties, police extortion, and entrapment, and Muslims practicing outside state-controlled frameworks are imprisoned under extremism charges.
Kyrgyzstan: The Kyrgyz political environment is characterized by periodic instability, with opposition politicians, journalists, and civil society activists facing criminal prosecution, politically motivated detention, and violence, particularly during and after political upheavals. Ethnic Uzbeks in southern Kyrgyzstan continue to face discrimination, security force targeting, and barriers to justice stemming from the 2010 ethnic violence in Osh and Jalal-Abad, while ethnic Dungan and Tajik communities have also experienced episodes of communal violence. Women face domestic violence, bride kidnapping, and forced marriage as persistent threats with inadequate legal enforcement, and women's rights defenders face backlash from conservative societal forces. LGBT individuals face widespread societal hostility and police abuse, and proposed legislation to further criminalize LGBT advocacy threatens to deepen persecution, while independent religious practice outside state-registered bodies can result in prosecution under extremism laws.
