Mozambique: Mozambique faces a severe and escalating insurgency in the northern Cabo Delgado province, where an armed group affiliated with the Islamic State has carried out beheadings, village burnings, and mass displacement since 2017, creating a humanitarian crisis affecting over a million people. The state security response, involving both national forces and foreign military partners, has been accompanied by documented extrajudicial killings, torture, and the collective punishment of communities perceived as sympathetic to the insurgents. The disputed 2023 elections triggered widespread protests that were met with lethal force by police and security services, resulting in dozens of deaths and the detention of hundreds of opposition supporters. Women in Mozambique face endemic domestic violence, early marriage particularly in rural northern provinces, and sexual exploitation in displacement camps. Same-sex conduct is not explicitly criminalized following the 2015 Penal Code revision, but LGBT individuals face significant social discrimination and hostility, particularly outside urban centres.
Angola: Angola's political landscape is dominated by the long-ruling party, which controls state institutions, security forces, and economic resources through patronage networks built during decades of civil war and subsequent oil-driven governance. Opposition politicians, activists, and journalists who challenge the ruling establishment face surveillance, arbitrary detention, and prosecution under criminal defamation and state security provisions. The Cabinda separatist movement in the oil-rich enclave has been met with military repression, arbitrary detention of activists, and restrictions on media access. Women face widespread domestic violence, with limited access to shelters or legal support, and girls in rural areas are subjected to early marriage and sexual exploitation. Same-sex conduct is no longer criminalized under Angola's 2019 Penal Code, but deep social conservatism means that LGBT individuals continue to face family rejection, workplace discrimination, and community violence.
Tanzania: Tanzania has undergone a sustained narrowing of civic space, with legislation restricting NGO activities, independent media operations, and political party functions outside election periods. Security forces have been implicated in extrajudicial killings during law enforcement operations, and opposition politicians face criminal charges that appear politically motivated. In Zanzibar, the semi-autonomous archipelago, political tensions between the ruling party and the opposition have produced episodes of violence and allegations of electoral fraud. The Maasai and Barabaig pastoralist communities face displacement from ancestral grazing lands to make way for commercial agriculture, conservation projects, and luxury tourism developments. Women face high rates of gender-based violence, particularly in rural areas where traditional justice mechanisms frequently favour reconciliation over accountability. LGBT individuals are actively persecuted, with leaders having publicly encouraged citizen surveillance of sexual minorities and security forces conducting raids on organizations providing health services to MSM communities.
