Archil AvalishviliCountry Expert on the South Caucasus — International Refugee, Migration & Human Rights Law / Country of Origin…View profileTurkmenistan Expert — Human Rights, Political Situation & Asylum Cases
Expert at The Human Rights Experts, an international expert witness organisation.
We provide expert witness reports for asylum cases worldwide, covering human rights violations, political persecution, and systemic oppression. Our reports are trusted by lawyers, courts, and immigration authorities, in full compliance with procedural standards and tribunal requirements in the UK (CPR Part 35, Upper Tribunal PD, First-tier Tribunal IAC PD), USA (Federal Rules of Evidence), Canada, and the EU.
I provide expert analysis on all five Refugee Convention grounds — political opinion, religion, ethnicity, membership of a particular social group (including LGBT and gender-based cases), and nationality — with a focus on the following countries:
Turkmenistan: Turkmenistan is one of the most repressive and closed states in the world, with the government exercising total control over political expression, media, and civil society, and subjecting real and perceived critics — including former government officials, their relatives, and anyone suspected of disloyalty — to enforced disappearance, incommunicado detention, and lengthy imprisonment in facilities where torture is routine. Ethnic minorities, including Uzbeks, Russians, and Baloch, face restrictions on cultural expression, language education, and employment in government positions, while the state requires citizens to demonstrate Turkmen ethnicity for certain privileges and travel permissions. Women face severe restrictions on personal autonomy, including state-imposed dress codes, and domestic violence is pervasive yet unacknowledged by authorities. LGBT individuals face criminal penalties and extreme societal hostility with no possibility of legal protection or public advocacy, and religious communities outside the state-approved Sunni Muslim and Russian Orthodox frameworks — including Jehovah's Witnesses, Protestant groups, and Shia Muslims — face imprisonment, confiscation of property, and forced renunciation of faith.
Kazakhstan: Kazakh authorities suppress political dissent through criminal prosecution of opposition activists, restrictions on peaceful assembly, and surveillance of civil society organisations, with participants in banned opposition movements facing detention, imprisonment, and asset seizures. The January 2022 mass unrest and subsequent crackdown resulted in widespread allegations of torture, extrajudicial killings, and unfair trials, with security forces operating with impunity. Ethnic minorities, including Uyghurs, Dungans, and Uzbeks, face episodes of inter-ethnic violence and discrimination, and ethnic Kazakh repatriates (oralmans) face integration difficulties and bureaucratic barriers to accessing citizenship rights. Women face domestic violence and sexual harassment with limited recourse, and trafficking for sexual exploitation remains a concern. LGBT individuals face societal hostility and employment discrimination, and Muslims practicing outside state-approved structures — including adherents of Salafi and Tabligh Jamaat traditions — face prosecution under extremism legislation.
Uzbekistan: Uzbekistan has undertaken a process of political liberalization, yet significant restrictions persist on freedom of expression, assembly, and religious practice, with former political prisoners, independent journalists, and bloggers continuing to face surveillance, harassment, and prosecution. Ethnic minorities, including Tajiks, Karakalpaks, and Kyrgyz communities, face pressures on language and cultural identity, and the violent suppression of Karakalpak autonomy protests demonstrated the limits of reform. Women face forced sterilization, domestic violence, and deeply entrenched patriarchal norms, particularly in rural areas. LGBT individuals face severe criminal penalties under sodomy laws, police entrapment, and extortion, and Muslims who practice outside the state-controlled religious establishment or who were previously imprisoned on extremism charges face continuing surveillance, employment discrimination, and risk of re-arrest.
