Expertise

I provide expert analysis on all five Refugee Convention grounds — political opinion, religion, ethnicity, membership of a particular social group (including LGBT and gender-based cases), and nationality — with a focus on the following countries:

Cyprus: The protracted division of Cyprus generates persistent human rights concerns, with Greek Cypriot and Turkish Cypriot displaced persons unable to fully access property rights across the ceasefire line despite European Court of Human Rights rulings. In the Republic of Cyprus, asylum seekers and migrants — particularly those from sub-Saharan Africa and the Middle East — face overcrowded reception centres, lengthy status determination procedures, xenophobic violence, and barriers to integration including restrictions on employment and access to services. Political expression concerning the Cyprus problem, reunification, and relations with Turkey can generate intense societal backlash, and journalists and activists advocating for bi-communal reconciliation face threats and intimidation from nationalist factions. Women experience domestic violence with insufficient shelter capacity and support services, and trafficking for sexual and labour exploitation remains a serious concern, with migrant women in the entertainment and domestic service sectors most vulnerable. LGBT individuals in the Republic benefit from civil union legislation but continue to face societal prejudice, while in the north, LGBT persons lack legal protections and face significant stigma.

Turkey: Turkish citizens and residents face systematic political repression under a governance framework that has expanded executive power while diminishing judicial independence, parliamentary oversight, and civil liberties. The security apparatus targets individuals affiliated with opposition parties, the Gulen movement, and Kurdish political organisations through mass trials, passport cancellations, and asset seizures, while journalists and media outlets operate under severe restrictions including shutdowns, prosecutions, and self-censorship. Ethnic and religious minorities, including Kurds, Alevis, Armenians, and Assyrians, face discrimination in education, religious practice, and cultural expression, and women experience escalating violence within a weakened legal protection framework. LGBT individuals face state-sanctioned discrimination and societal violence, with transgender persons subjected to disproportionate police harassment and hate crimes.

Experience

• Provided expert witness reports and testimony in over 50 asylum proceedings before UK immigration tribunals and US immigration courts, covering claims related to political persecution, ethnic discrimination, and migrant rights in Cyprus and Turkey.
• Submitted expert evidence to the First-tier Tribunal (IAC) and Upper Tribunal on the treatment of asylum seekers, bi-communal activists, and ethnic minorities in the Republic of Cyprus and northern Cyprus.
• Authored country condition reports on Cyprus and Turkey for legal practitioners, focusing on property rights of displaced persons, migrant detention conditions, and trafficking in human beings.
• Served as Associate Professor of European Law and Human Rights at the University of Cyprus, with research focused on the Cyprus conflict, migration governance, and minority rights in the Eastern Mediterranean.
• Collaborated with international non-governmental organisations and EU bodies to monitor migration management, asylum procedures, and the human rights implications of the Cyprus division. Expert member of The Human Rights Experts.
