Country Expert — Human Rights, Political Situation & Asylum Cases
Somalia, Djibouti & Kenya Expert — Human Rights, Political Situation & Asylum Cases
Expert at The Human Rights Experts, an international expert witness organisation.
We provide expert witness reports for asylum cases worldwide, covering human rights violations, political persecution, and systemic oppression. Our reports are trusted by lawyers, courts, and immigration authorities, in full compliance with procedural standards and tribunal requirements in the UK (CPR Part 35, Upper Tribunal PD, First-tier Tribunal IAC PD), USA (Federal Rules of Evidence), Canada, and the EU.
I provide expert analysis on all five Refugee Convention grounds — political opinion, religion, ethnicity, membership of a particular social group (including LGBT and gender-based cases), and nationality — with a focus on the following countries:
Somalia: Somalia remains deeply affected by protracted armed conflict, with the Al-Shabaab insurgency controlling significant territory across south-central regions and imposing a harsh interpretation of Islamic law that includes summary executions, forced recruitment, amputations, and the stoning of individuals accused of adultery. The Federal Government and allied clan militias have been implicated in extrajudicial killings, arbitrary detention, and the disproportionate targeting of rival clan communities in military operations. Somalia's clan-based social structure is itself a source of persecution, with minority clans such as the Bantu, Midgan, Tumal, and Yibir facing hereditary discrimination, exclusion from political power, and vulnerability to land seizure and violence. Women and girls face near-universal female genital mutilation, forced marriage, and conflict-related sexual violence, with no effective legal framework for protection. Same-sex conduct is punishable by death under Sharia provisions applied in parts of the country, and LGBT individuals face lethal danger from both Al-Shabaab and from families and communities enforcing social norms through so-called "honour" practices.
Djibouti: Djibouti is governed by a single-party-dominated system in which political opposition is effectively marginalized through intimidation, the co-optation of rival leaders, and restrictions on assembly and press freedom. Members of the Afar ethnic minority have alleged systematic exclusion from state employment and political representation in favour of the dominant Issa-Somali community. Refugees and migrants transiting through Djibouti en route to the Gulf states are vulnerable to trafficking, exploitation, and refoulement. Women face high rates of female genital mutilation and domestic violence, with cultural norms discouraging formal complaints. While same-sex conduct is not explicitly criminalized, LGBT individuals experience significant social hostility in a conservative society with limited space for public advocacy.
Kenya: Kenya's human rights record is marked by persistent concerns over extrajudicial killings by police, particularly in informal settlements and during counterterrorism operations in the northeastern counties and the coastal region. Ethnic violence, often linked to electoral cycles and competition for land and resources, has historically displaced hundreds of thousands, with communities such as the Kikuyu, Kalenjin, Luo, and Somali-Kenyans experiencing targeted attacks. Somali refugees in the Dadaab and Kakuma camp complexes face periodic threats of forced repatriation and restrictions on freedom of movement. Women and girls, especially in pastoralist communities, face female genital mutilation and early marriage despite legal prohibitions. LGBT individuals are criminalized under Sections 162 and 165 of the Penal Code, and face police harassment, blackmail, mob violence, and discrimination in accessing healthcare and housing.
