Details of Country Expertise
Country conditions analysis on Southern Africa for asylum and international protection claims, grounded in sixteen years of legal practice and in cross border corporate counsel work across three jurisdictions of the region.
South Africa. The institutional response of police, prosecutors and courts to violence and discrimination, the treatment of people engaged in political activity, trade-union organising or civil society advocacy, the position of LGBTQ+ individuals where formal protections exist but social hostility persists, gender based violence and femicide, and the situation of foreign nationals including xenophobic violence and barriers to legal status. Grounded in practice under the Constitution, the Labour Relations Act, the Promotion of Administrative Justice Act and the Promotion of Equality and Prevention of Unfair Discrimination Act.
Zimbabwe. The suppression of political opposition, independent journalism and civil society, the use of security legislation against opponents, activists and journalists, patterns of arbitrary arrest and detention, the targeting of opposition aligned communities, the criminalisation and persecution of LGBTQ+ individuals, and the economic conditions driving forced migration. Informed by direct operational and legal work in the country.
Mozambique. The conflict in Cabo Delgado and its effect on civilian displacement, security force conduct and the protection of affected communities, the political situation after the contested 2024 elections and the suppression of protest, conditions for journalists and civil society, and the position of women and girls in areas affected by instability. Informed by sustained engagement with Mozambican public authorities and regulators.
Angola, Malawi, Zambia and Botswana. Restrictions on political opposition and independent media, the use of security, defamation and cybercrime provisions against critics, the criminalisation and social persecution of LGBTQ+ individuals, the position of indigenous and minority communities, gender based violence and the practical limits of state protection, including the Cabinda enclave in Angola and refugee conditions in Botswana.
Administrative justice and how institutions work in practice. University level teaching of Administrative Law and Environmental Law and direct engagement with regulators and public authorities give a grounded basis for assessing public authority conduct, judicial review, and the gap between formal legal rights and their implementation.
