We prepare expert witness country reports for asylum and human rights cases: analysis of human rights conditions, political persecution and systemic oppression, written to be relied on by lawyers, courts and tribunals.
We work with asylum seekers from around the world, with cases heard in:
What sets our experts apart
All our experts have completed our in-house preparation programme: an author’s course built on open sources and on the experts’ own practice in asylum and human rights work.
Every expert is interviewed and selected under the lead of our Head of Experts, not taken from an open list.
All experts are engaged under written contracts and NDAs, on corporate and exclusive contracts with Human Rights Experts.
What we do
Most organisations either campaign or publish. We do the evidence work that sits between the two.

A global network of country experts preparing reports for immigration courts, asylum tribunals and deportation appeals. Each specialist covers a defined region rather than the whole world, and reads original-language sources instead of compiling summaries.

Continuous country analysis published openly, so the material behind a report is visible and can be checked. It also keeps our experts current on the countries they cover.
How we choose experts
Country background that matches the claim, a documented professional record, and the ability to write to tribunal requirements.
Each expert covers named countries, and that coverage is visible on their profile before you instruct.
Government and parliamentary material, academic journals, legal databases, tribunal decisions and policy analysis, alongside human rights documentation and local contacts.
Ask for both. The first discussion is free, and we will say honestly whether a country report helps your case.
Coverage
Who we are
Human Rights Experts was founded by Maksim Kharitonov, who came through the UK asylum system himself and is a tribunal-recognised country expert on Russia and the CIS.
How we got here
Maksim Kharitonov fled Russia and sought political asylum in the United Kingdom after becoming a victim of systematic government corruption, and founded a movement that united affected businesses, lawyers and journalists to investigate procurement fraud.
Three years inside the UK asylum process, working alongside British solicitors and barristers, with the case taken to the Court of Session. Refugee status granted, and a community of hundreds of fellow applicants built along the way.
Accepted as a country expert witness for Russia and the CIS by the UK immigration tribunals in April, and certified as a human rights specialist after USDHR training.
Recognition extended beyond UK tribunals to US immigration courts, the Canadian IRB and EU asylum authorities, with reports adapted to each legal standard.
The service launched with 25+ regional specialists covering every major asylum-producing region, so no case depends on a single expert.
Daily analysis, a country encyclopaedia, immigration guides and video resources, published openly alongside the expert witness work.
Our network
Every report carries a named expert. Here are three of them.
